Student Educational Employment Programs
Student Temporary Employment Program (STEP)
Purpose
STEP provides temporary employment to meet specific occupational needs and workload demands of the agency. It also enables students to earn money while continuing their academic studies and serves as a tool for heightening their interest in a career in the federal government. Students may be hired to perform administrative support duties or for positions that give them work experience related to their academic major. STEP is divided into three components:
Student Administrative Support Program - covers general administrative support positions as well as any other support position requiring duties that may or may not be related to the student’s major field of study. This component accommodates students attending educational institutions at all academic levels.
Graduate and Professional Intern Program – accommodates graduate students seeking work experiences related to their major.
Legal Intern Program - provides employment to law students seeking work experiences related to their major.
Eligibility Requirements
A student must:
• Be at least 16 years of age;
• Be enrolled at an accredited educational institution;
• Be a U.S. citizen or legally authorized to be employed in the U.S. and there are no appropriations act prohibitions on the payment of salary to the student; and
• Not have a direct reporting relationship with a relative; relatives may not advocate the employment, promotion, or advancement of students within the program.
Specific eligibility requirements for the STEP components are as follows:
Student Administrative Support Program
• High School – A student must either be enrolled in a high school or GED program, trade school, or technical/vocational institute, or attending a non-traditional educational institution (i.e., home school).
• Educational Institutions Above High School Level – A student must be accepted for enrollment or currently be enrolled in at least 9 semester hours or the equivalent. A graduate student must be enrolled in a post-baccalaureate program with at least a half-time academic course load, as defined by the educational institution.
Graduate and Professional Intern and Legal Intern Programs
Graduate/Law School – A student must be accepted for enrollment or currently be enrolled in a post-baccalaureate or law degree program. If enrolled, the student must be taking at least a half-time academic course load, as defined by the educational institution.
Financial Need
Student applicants who qualify, or whose families qualify for a federal, state or local public assistance program at the time of initial appointment or whose families qualify under the HHS poverty guidelines will receive priority consideration for appointment under STEP. Students not meeting the financial need criteria may be considered for appointment when an insufficient number of applicants who meet the criteria apply. Applicants with disabilities are not subject to the financial need criteria.
Student Career Experience Program (SCEP)
(Formerly Cooperative Education Program)
Purpose
SCEP is a nationwide federal government staffing program designed to recruit, train, and place students in professional, administrative, and technical positions. SCEP provides an opportunity for students to integrate periods of work with related academic study consistent with a written agreement between the student, the educational institution, and SSA. Upon completing the program requirements, a student is eligible for conversion to a career or career-conditional appointment.
Eligibility Requirements
A student must:
• Be at least 16 years old at the time of the appointment;
• Not have a direct reporting relationship with a relative; relatives may not advocate the employment, promotion, or advancement of students within the program;
• Be a U.S. citizen or legally authorized to be employed in the U.S.;
• Be enrolled in a major field of study related to his/her training and target position/occupation; and
• Be officially enrolled in his/her educational institution’s cooperative education program and meet the eligibility requirements throughout the duration of his/her appointment. If the educational institution does not have a formal cooperative education program, then any documents required by SSA from the student’s educational institution must be signed by the dean of the school or the chairperson of the department in which the student is admitted;
• Be enrolled and pursuing one of the following degrees: associate’s degree, bachelor’s degree, master’s or equivalent graduate degree, or doctoral/Ph.D. degree;
• Be in good academic standing at the time of appointment;
• Carry at least a half-time course load as defined by his/her educational institution; and
• Maintain a minimum GPA of 2.0 on a 4.0 scale. If a student’s GPA falls below 2.0, he/she will be given one probationary semester/quarter to attain a GPA of 2.0, or her/she will be separated from the program.
Volunteer Internship Program (VIP)
Purpose
The Social Security Administration’s VIP is a nationwide program that provides non-paid internships for students seeking meaningful work experience related to their academic studies. The student may or may not earn academic credit for his/her work assignment, based on the educational institution’s requirements. The VIP:
• Provides exposure to the work environment as a means of developing the student’s work ethic;
• Provides the student an opportunity to become involved in early career exploration; and
• Enhances the student’s knowledge in new or developing occupations and professions.
Eligibility Requirements
The student must:
• Be at least 16 years of age;
• Be enrolled at an accredited educational institution;
• Be a U.S. citizen or legally authorized to be employed in the U.S.;
• Pursue academic studies related to specific occupational groups within SSA; and
• Complete the service agreement which outlines the assignment between the student, the educational institution, and SSA.

WORKING CONDITIONS: twenty-five hours per week with approximately 40% of the time spent in a office. Remainder of the time spent coordinating with teachers, at meetings, and in trainings. Nature of work requires travel between centers. Must have flexibility to work overtime, travel out of town. This is an hourly, part-time, union position.
EDUCATION AND EXPERIENCE: Bachelor's Degree in Early Childhood Education or Special Education from an accredited college or university OR a minimum of four years experience in coordination of services with children with disabilities.
