Job Description

Are you an experienced Purchasing Specialist, knowledgeable in writing specifications and the bidding process, looking to work in a collaborative and innovative environment? Catawba County Finance (Purchasing) is recruiting for a Purchasing Specialist II to perform administrative work in developing formal and informal specifications for the procurement of supplies, materials, equipment, services, construction and repair work; prepare and issue bid proposals and contracts; and monitor vendor performance to ensure contract compliance and customer satisfaction.


? Advises departments on purchasing policies and procedures, bid statutes and best purchasing practices

? Maintains a current knowledge of various commodities to be purchased by attending equipment and product demonstrations

? Plans and develops training programs for employees

? Assists in planning and implementation for issuing bids for purchases including bid proposals, developing specifications, presiding over pre-bid meetings, reviewing bids, evaluating proposals and making recommendation for award

? Develop specifications and issue Request for Proposals for service contracts

? Consults with departments and vendors on purchase needs and specifications including determining the best procurement method

? Provide federal grant assistance to Departments

? Serve as backup to the Switchboard Receptionist for 1 hour a day. This is a team responsibility that each member contributes to accomplish.

? Create and maintain spreadsheet to track service contract renewals

? Certified Local Government Purchasing Officer or willing to obtain within a specified timeframe; or CPPB/CPPO Certification with the National Institute of Governmental Purchasing or willing to obtain within a specified timeframe

? Valid NC Driver’s license with safe driving record

? Excellent customer service and interpersonal skills with the ability to work with a wide variety of people including team members, internal customers, management team, and various vendors and contractors

? Strong communication skills, both written and verbal, with the ability to express ideas clearly and concisely, write succinct specifications, and prepare and present written reports

? Analytical ability to review bids and maintain budget spreadsheets

? Proficiency in Microsoft programs (Word and Excel)

? Ability to make sound decisions and recommendations

? Considerable knowledge of federal, state and local statutes, laws, rules and regulations related to governmental purchasing programs, competitive bidding processes and contract management

? Considerable knowledge of the procedures and techniques used in establishing policies and procedures and monitoring policy compliance

? Considerable knowledge of finance and accounting procedures and techniques

? General knowledge of standard office procedures, practices and equipment

? This position is considered light work, lifting up to 20 pounds on a regular basis.


? Experience in local government procurement

? Local Government Purchasing Certification or NIGP Certification

? Experience in PeopleSoft financial software

? Experience in Construction bidding and processes
