Recently, the Bush administration has openly confronted Democrats over energy policy, Social Security, and the missile defense system.
"What they're looking to demonstrate is that they are in control of the government and the agenda-setting procedure," said Bruce Buchanan, professor of government at University of Texas at Austin.
Bush's confrontational approach has won him much praise on the Republican right, but Democrats believe that his policy may play into their hands. "My sense is his policy actions open up a lot of vulnerable fronts," said Democratic pollster Peter Hart.
